The Youngstown Metropolitan Housing Authority (YMHA) was established in 1933, created through the authority of 42 United States Code 3601 and Ohio Revised Code Sec.3735.27 and retains jurisdiction over public housing throughout Mahoning County. YMHA is not a federal agency, nor is it a state or city division. A five-member Board of Commissioners, appointed by various local officials, govern YMHA and are responsible for the overall operation of YMHA. YMHA manages 1260 public housing units in Mahoning County, administers 2269 Section 8 vouchers and has been awarded several supportive service grants and various other funding sources.
In December, 2006 YMHA began a Housing Choice Voucher Homeownership Program and has provided training and counseling to Section 8 rental voucher holders. YMHA offers training and individual counseling in the following content areas: budgeting; credit management and repair; rental housing; shelter or services for the homeless; pre-purchase, post- purchase; mortgage delinquency; loss mitigation; and fair housing. YMHA has provided training and counseling for more than 450 low and moderate income clients.
