Clinch-Powell Research Conservation and Development (RC&D) is a non-profit located in rural East Tennessee providing a wide variety of housing services including development, property management, renovation services, and homeownership counseling. The RC&D's counseling services include homebuyer education and one-on-one homeownership counseling, foreclosure prevention counseling, rehab counseling and financial literacy.
The RC&D counselors are certified Homebuyer Education Trainers through NeighborWorks America and are well versed in the policies of USDA, FHA and Tennessee Housing Development Agency loan products.
Upon completion on the Online course, you will be required to complete a one-on-one counseling session. We recommend a face-to-face meeting but phone counseling is also an option. During the session, we will review your budget and answer questions you might have related to your particular situation.
