The NeighborWorks® Homeownership Center (HOC) was established by the Cabrillo Economic Development Corporation (CEDC) to assist people in Ventura and Santa Barbara Counties to successfully purchase and retain a home. Launched on a smaller scale in 1988, the HOC extended its services countywide in September 2001 when it joined the NeighborWorks Network run by NeighborWorks America, a national intermediary serving community development corporations.
As a NeighborWorks network member the HOC provide a full-lending cycle strategy. This strategy includes more than just lending. Lower-income buyers are supported throughout the home ownership process? beginning with home buyer education, counseling, down payment assistance and consulting for first-time buyers, and if a situation should arise additional counseling is provided for troubled borrowers struggling to remain in their home.
The HOC offers four different types of housing counseling programs, which includes Pre-Purchase Counseling and Education, Post-Purchase Counseling and Education, Mortgage Default Counseling and Home Equity Conversion Mortgage (HECM) Counseling, also known as Reverse Mortgage Counseling.
Please note that in order to complete and receive your certificate of completion for the Homebuyer Workshop you are required to meet with one of our Homeownership Counselors. During this appointment you complete an action plan, review household budget, discuss local resources and have the opportunity to ask general questions regarding the home buying process to complete the certification for the course.
